Abstract

ABSTRACT The provision and functionality of basic utilities such as water, electricity, sanitation, and waste management are critical to sustainable urban development and improved living standards. However, in many semi-urban and peri-urban communities in Nigeria, these services remain inadequate and inconsistent. This study appraises the functionality of utilities in Kwang community, Jos South Local Government Area of Plateau State, with the aim of identifying gaps and proposing best practice solutions. The specific objectives were to: (i) assess the current state of utilities in Kwang community; (ii) examine the effectiveness of agencies responsible for utility provision; (iii) identify the challenges faced by residents in accessing these services; (iv) evaluate the impact of functional utilities on residents’ quality of life; and (v) develop best practice guidance for improving utility functionality in the community. The study employed a mixed-methods approach, integrating household surveys, key informant interviews, and field observations. Findings revealed that most utilities in Kwang are either underdeveloped, poorly maintained, or characterized by irregular service delivery. Planning agencies such as the Plateau State Water Board and Jos Electricity Distribution Company were found to have limited effectiveness, hindered by inadequate funding, weak institutional capacity, and poor community engagement. Residents identified key challenges such as unreliable water supply, frequent electricity outages, high cost of private utility alternatives, and poor waste management services. The absence of sustainable infrastructure and weak enforcement of planning policies were also noted as critical constraints. The appraisal further revealed that the functionality of utilities has a direct impact on the quality of life of residents, influencing health outcomes, household productivity, and overall socio-economic wellbeing. The study recommends a best practice guidance anchored on strengthening institutional capacity, promoting community participation in utility management, adopting sustainable financing models, and enforcing planning regulations to ensure equitable access. Ultimately, improving the functionality of utilities in Kwang community is essential not only for enhancing quality of life but also for fostering inclusive and sustainable urban development in Jos South LGA. Keywords: Utilities, functionality, utility provision agencies, challenges, quality of life, Kwang community, Jos South LGA.
