THE EFFECT OF MANPOWER PLANNING ON ORGANIZATIONAL OBJECTIVES: A CASE STUDY OF KANO STATE INTERNAL REVENUE SERVICE
Abstract
This study examined the effect of manpower planning on the achievement of
organizational objectives, using Kano State Internal Revenue Service as a case study.
The research was motivated by the growing need for public sector organizations to
effectively plan, develop, and utilize their human resources in order to improve
performance, efficiency, and service delivery. The main objective of the study was to
assess how manpower planning influences the realization of organizational goals, while
the specific objectives focused on workforce forecasting, recruitment and selection,
training and development, and employee placement. The study adopted a descriptive
research design and utilized both primary and secondary sources of data. Primary data
were obtained through structured questionnaires administered to selected staff of the
Service, while secondary data were sourced from official records, journals, and relevant
publications. Data collected were analyzed using simple descriptive statistical tools such
as frequencies and percentages. Findings from the study revealed that effective
manpower planning has a significant positive effect on the achievement of organizational
objectives. Proper forecasting of manpower needs, continuous staff training, and
appropriate deployment of personnel were found to enhance productivity, revenue
generation, and overall organizational effectiveness. The study concluded that manpower
planning is a critical managerial function that contributes directly to the success of
public sector organizations. The study recommended that the Kano State Internal
Revenue Service should strengthen its manpower planning strategies by investing in
regular training programs, adopting modern human resource planning techniques, and
ensuring adequate staffing in key operational areas to enhance the achievement of its
organizational objectives.
