Abstract

ABSTRACT This study examined the influence of effective personnel management practices on organizational performance, using the Kano State Office of the Head of Civil Service as a case study. The research was motivated by the need to understand how structured personnel policies and administrative procedures contribute to improved efficiency, productivity, and service delivery in the public sector. Effective personnel management is considered a critical factor in enhancing employee commitment, motivation, competence, and overall institutional success. The study specifically assessed key personnel management practices such as recruitment and selection, training and development, performance appraisal, compensation and reward systems, and employee welfare programs. A descriptive survey research design was adopted. Data were collected from staff of the Office through structured questionnaires and analyzed using descriptive statistics and inferential tools to test the formulated hypotheses. Findings revealed that effective personnel management practices have a significant positive impact on organizational performance. The results showed that transparent recruitment processes, regular staff training, fair appraisal systems, and adequate welfare packages enhance employee motivation, job satisfaction, and productivity. Furthermore, the study established that sound personnel management contributes to workforce stability and improved public service delivery. The study concluded that strengthening personnel management practices is essential for achieving high organizational performance in the public sector. It recommended that management should institutionalize merit-based recruitment, continuous professional development programs, objective performance evaluation systems, and improved staff welfare policies to enhance efficiency and sustainable institutional growth.
