Abstract

ABSTRACT Communication is an essential component of effective organizational management. In public institutions such as the Bauchi State Board of Internal Revenue Service (BIRS), efficient internal communication ensures proper coordination, transparency, and timely dissemination of information across departments. However, the traditional manual communication methods such as printed memos, notice boards, and face-to-face meetings—are often slow, unreliable, and prone to information loss or delay. This project was undertaken to design and implement a Web-Based Internal Communication Management System (ICMS) aimed at improving internal information exchange within the Board. The system was developed using standard web technologies such as HTML, CSS, JavaScript, PYTHON, and SQ lite as the backend database. It allows authorized users (administrators, department heads, and staff) to create, send, receive, and manage internal messages, announcements, and documents securely through a centralized platform. The system also provides features such as user authentication, role-based access control, file sharing, message tracking, and notification alerts to ensure smooth and efficient communication within the organization. The development process followed the System Development Life Cycle (SDLC) model, including stages of system analysis, design, implementation, and testing. Evaluation of the system demonstrated improved communication speed, data accuracy, and record management when compared with the existing manual system. Furthermore, the platform reduced communication delays, enhanced accountability, and provided a digital archive for all internal correspondence. In conclusion, the implementation of the Internal Communication Management System at BIRS has the potential to strengthen administrative efficiency, promote transparency, and support the organization’s broader goal of digital transformation in public sector management. The study recommends continuous user training, periodic system upgrades, and integration with other administrative systems to further enhance the effectiveness of internal communication within the organization.
