Abstract

Abstract This study examines the role of Civil Society Organizations (CSOs) in promoting democratic governance in Nigeria, with a specific focus on the activities and impact of the Nigerian Civil Society Situation Room (NCSSR) between 2015 and 2019. Despite the transition to democratic rule in 1999, Nigeria continues to grapple with challenges such as electoral malpractices, corruption, and weak institutional accountability. CSOs have emerged as critical actors in addressing these issues through advocacy, monitoring, and civic engagement. The research was guided by three primary objectives: to identify the roles of CSOs in promoting democratic governance, to examine the challenges they face, and to synthesize past recommendations for enhancing their effectiveness. Adopting a descriptive survey design, the study collected data from 178 respondents, including CSO executives, staff, government officials, and community leaders, using a structured questionnaire. Data were analyzed using descriptive statistics, including mean scores. The findings reveal that CSOs play indispensable roles in advocating for citizens' rights, monitoring government policies, conducting voter education, and promoting transparency. However, their effectiveness is significantly hampered by inadequate funding, government restrictions, limited public awareness, and internal capacity constraints. Key recommendations from the study include the need for sustainable funding mechanisms, capacity building for CSO staff, legal and policy reforms to protect CSO operations, and strengthened coalitions among civil society groups. The study concludes that CSOs are vital for the consolidation of democracy in Nigeria. To maximize their impact, a supportive environment that addresses their operational challenges is essential. This research contributes to the understanding of civil society's function in a developing democracy and provides actionable insights for policymakers, CSOs, and international partners dedicated to strengthening democratic governance in Nigeria. Keywords: Civil Society Organizations (CSOs), Democratic Governance, Nigerian Civil Society Situation Room, Election Monitoring, Accountability, Nigeria.
