DEVELOPMENT OF HUMAN RESOURCE MANAGEMENT SYSTEM
Abstract
This project focused on the development of a Strategic Human Resource Management System (SHRMS) tailored to support sustainable governance in Nigerian universities. Traditional HR processes in higher education are constrained by manual operations, fragmented records, and limited integration with governance structures, leading to inefficiencies and lack of transparency. To address these challenges, the study adopted Object-Oriented Analysis and Design (OOAD) methodology to model and implement a web-based SHRMS. The system architecture incorporated multiple modules, including recruitment, payroll, staff appraisal, training and development, leave/attendance, and performance management, all integrated within a multi-tier framework comprising user interface, application logic, and database management layers.
System requirements were defined, and the SHRMS was implemented using PHP, MySQL, and JavaScript, with XAMPP serving as the development environment. Testing demonstrated over 95% efficiency in outputs, reduced payroll errors, improved recruitment efficiency, and transparent performance appraisals. Results confirmed that the SHRMS enhances efficiency, accountability, and data-driven decision-making in university HR governance.
The study concludes that a strategically designed SHRMS can transform HR operations from routine administrative tasks into tools that strengthen institutional governance, competitiveness, and sustainability. Recommendations include the integration of advanced technologies such as AI, predictive analytics, mobile optimization, and cloud deployment to improve system scalability and user accessibility in future implementations.
