GENDER BASED VIOLENCE AND STAKEHOLDER MANAGEMENT STRATEGIES IN LOCAL GOVERNMENT (A CASE STUDY OF IBADAN NORTHWEST, OYO STATE)
Abstract
## Abstract
This study examined gender-based violence and stakeholders’ management strategies in local government areas in Oyo State, Nigeria. The study specifically investigated the causes of gender-based violence, examined the policies put in place for the prevention of gender-based violence in Nigeria, and identified the limitations to the protection of victims of gender-based violence. The study adopted a descriptive research design. Data were collected from five local government areas in Ibadan, namely: Ibadan North, Akinyele, Ibadan Northwest, Ibadan Northeast, and Ibadan Southeast Local Governments. The target population comprised staff members of the selected local governments, while a sample size of fifty (50) respondents was selected using simple random sampling technique. Questionnaire and interview methods were used as instruments for data collection. The data collected were analyzed using frequency distribution tables, percentages, and chi-square statistical method.
The findings revealed that gender inequality, economic stress, poverty, lack of education, and drug and alcohol abuse are major causes of gender-based violence in Nigeria. The study further showed that policies such as the Violence Against Persons (Prohibition) Act (VAPP) 2015, the Child Rights Act (CRA) 2003, and the National Gender Policy have contributed significantly toward preventing gender-based violence. However, challenges such as poor enforcement of policies, cultural and societal norms, inadequate support services, weak law enforcement capacity, and financial constraints continue to hinder effective protection of victims. The hypotheses tested indicated significant relationships between awareness of gender-based violence, the effectiveness of existing policies, and the challenges faced by victims in accessing legal protection.
The study concluded that although Nigeria has established policies and legal frameworks aimed at combating gender-based violence, effective implementation remains a major challenge. The study therefore recommended improved enforcement of existing laws, increased public awareness campaigns, better funding for victim support services, capacity building for law enforcement agencies, and community-based interventions to address harmful cultural practices and gender inequality.
