THE IMPACT OF TRAINING AND RETRAINING OF LOCAL GOVERNMENT STAFF A CASE STUDY OF MMC
Abstract
This study examined the impact of training and retraining of local government staff in Maiduguri Metropolitan Council (MMC). The main objective was to determine how continuous staff development influences efficiency, service delivery, and overall organizational performance. The study also sought to identify the challenges that hinder effective training programs and suggest ways of improving them. Both primary and secondary data were utilized in this research. Questionnaires were distributed to various staff members of the council, and interviews were conducted with key administrative personnel. The responses revealed that most employees recognized training and retraining as vital instruments for skill improvement, increased productivity, and enhanced public service delivery. The findings further showed that training programs in MMC were irregular and often poorly implemented due to lack of funds, inadequate planning, and political interference. Some staff members reported that they had not benefited from any form of training for several years, while others stated that the few available training sessions were not related to their actual job needs. Despite these limitations, it was evident that those who participated in well-organized training programs performed better in their roles, demonstrated improved efficiency, and contributed more meaningfully to the operations of the local government. The study therefore established that training and retraining of local government staff remain essential mechanisms for promoting human resource development and effective governance at the grassroots level.
