Abstract

This study investigated Budgetary Allocation and Effectiveness of Public Secondary Schools in Akoko North East Local Government Area of Ondo State. The purpose of the study was to assess the impact of budgetary allocation on the provision of instructional materials and learning resources, examine its effect on teacher welfare and job satisfaction, identify challenges associated with budget implementation and fund utilization, and propose strategies for improving budgetary allocation and financial efficiency in public secondary schools. A descriptive survey research design was adopted. The sample consisted of 60 respondents, including principals and vice principals from ten randomly selected public secondary schools within the local government area.A structured questionnaire titled Budgetary Allocation and Effectiveness of Public Secondary Schools Descriptive Questionnaire (BAEPSSDQ) was used to collect data. Four research questions and two hypotheses guided the study. Data were analyzed using frequency counts, percentages, mean, standard deviation, and Pearson correlation. Findings revealed that budgetary allocation significantly enhances the availability of instructional materials and improves teacher welfare and job satisfaction, which in turn boosts student performance. However, challenges such as mismanagement of funds, delayed releases, and bureaucratic bottlenecks continue to hinder infrastructural development. One of the hypotheses confirmed no significant relationship between budgetary allocation and infrastructure availability. The study concluded that effective financial planning, transparent fund utilization, and capacity building among school administrators are crucial to improving the effectiveness of public secondary schools. It is recommended that government agencies ensure increased, timely, and needs-based budgetary allocations; train school leaders in financial management; and involve stakeholders in participatory budgeting for sustainable educational development.
