In the social contract of Jean Jacques Rousseau, three levels or types of will were in play. First, individuals all our private ways for expanding to their own selfish interest as natural individuals. Second, each individual in so far as the identifies with the collective as a whole and assumes identity of citizen, wills the general will of that collective as his or her own, settling aside selfish interest in favor of a set of laws that allow all to coexist under conditions of equal freedom. Third, and very much problematically, a person can identify with the corporate will of a subset of the populace as a whole. The general is therefore both a property of the collective and a result of its deliberations, and the property of the individual in so far as the individual identifies as a member of the collective.
