COMMUNITY PARTICIPATION, LOCAL GOVERNANCE AND RURAL DEVELOPMENT IN NIGERIA: A STUDY OF ADO-EKITI LOCAL GOVERNMENT AREA OF EKITI STATE
Abstract
ABSTRACT
Grassroots development outcomes within Nigeria continue to be a persistent disparity between institutional presence and tangible improvements in living conditions. In Ado Ekiti Local Government Area, rural development initiatives coexist with limited citizen influence over planning, implementation, and monitoring processes. Participatory governance scholarship emphasizes that sustainable rural transformation depends on structured community engagement embedded within effective local governance systems. This study situates itself within this discourse by interrogating how community participation shapes governance effectiveness and rural development outcomes within a localized Nigerian context.
Despite constitutional recognition of community participation as a pillar of local governance, empirical evidence from Ado Ekiti suggests weak integration of grassroots voices into development decision processes. Development projects frequently suffer from low ownership, limited sustainability and public distrust. The core objective of this study was to examine the community participation and rural development in Ado local government area; i. To ascertain whether Ado local government has contributed substantially to rural development; ii. investigate the relationship between community participation and rural development outcomes iii. And examine the role of local government in promoting or hindering community participation in rural development in Ado local government area
The study adopted a mixed methods research design combining quantitative and qualitative approaches to ensure analytical depth. Primary data were collected through structured questionnaires administered to 120 respondents selected through simple random sampling. Secondary data were sourced from peer reviewed journals, policy documents, and institutional reports relevant to community participation, local governance, and rural development. Data analysis relied on descriptive statistics including frequencies and percentages.
Findings revealed a generally low level of community participation across key stages of rural development including needs identification, planning, implementation, and project monitoring. Youth participation and women involvement remained particularly weak. Major constraints identified included inadequate information dissemination, low awareness, insufficient funding, political interference, corruption, poor leadership communication, and restrictive cultural norms. Collaboration between local government agencies and community structures was inconsistent, although respondents strongly acknowledged that effective collaboration significantly enhances project success. Finally, the study concludes that weak participatory governance structures undermine rural development effectiveness in Ado Ekiti Local Government Area. Strengthening inclusive participation mechanisms, improving institutional transparency, and formalising collaboration frameworks area essential for achieving sustainable rural development outcomes.
