ASSESSMENT OF AVAILABILITY, ADEQUACY AND UTILIZATION OF INSTRUCTIONAL FACILITIES FOR TEACHING AND LEARNING OFFICE TECHNOLOGY AND MANAGEMENT COURSES IN POLYTECHNICS IN KWARA STATE
Abstract
ABSTRACT
Effective teaching and meaningful learning remain the heartbeat of every sound educational system, particularly within skill-oriented programmes such as Office Technology and Management (OTM). This study examined the availability, adequacy, and utilization of instructional facilities for teaching and learning OTM courses in selected public polytechnics in Kwara State, Nigeria, with specific focus on Federal Polytechnic Offa and Kwara State Polytechnic, Ilorin. The concern that prompted this research stems from growing observations that OTM graduates often leave school without the practical competence required to function effectively in modern office environments, a situation largely attributed to challenges surrounding instructional facilities. Adopting a descriptive survey research design, the study involved lecturers and students of the OTM departments as respondents. Data were collected using a structured questionnaire designed to elicit information on the state of instructional facilities in terms of their presence, sufficiency, and level of use during teaching and learning activities. The ACTIONS Model Theory provided the theoretical lens through which instructional facility decisions and usage were examined. Data gathered were analyzed using appropriate descriptive and inferential statistical tools at a 0.05 level of significance. Findings from the study revealed that while some instructional facilities were available in the institutions studied, many were either inadequate, obsolete, or insufficient relative to student population. The study further established that even where facilities existed, their utilization was not optimal, often due to limited access, insufficient technical competence among lecturers, and inadequate maintenance structures. These conditions were found to negatively affect effective skill acquisition among OTM students, thereby weakening the programme’s capacity to produce competent, self-reliant, and employable graduates. The study concludes that the success of the Office Technology and Management programme is inseparably tied to the consistent provision, adequacy, and effective utilization of modern instructional facilities. It therefore recommends deliberate policy actions by institutional authorities and relevant educational agencies to ensure regular procurement, proper maintenance, and continuous training of lecturers in the use of modern instructional technologies. Strengthening these areas is essential not only for improving teaching and learning outcomes, but also for safeguarding the future relevance of OTM graduates in an increasingly technology-driven workplace.
