Abstract

ABSTRACT This study titled “Utilisation of Information and Communication Technology (ICT) and Serials Among Users in Federal University Lokoja,” investigates how Information and Communication Technology (ICT) is employed in managing serial publications to enhance service delivery. The specific objectives include evaluating the current level of ICT utilisation, examining its impact on service delivery, identifying factors influencing ICT adoption, exploring challenges faced by users, and recommending strategies for improvement. Employing a survey research design, data were collected through structured questionnaires administered to a representative sample of 383 undergraduate students and two (2) library users at Federal University Lokoja. Both descriptive and inferential statistical methods, including frequencies, percentages, mean scores, and Pearson’s correlation, were used to analyze the data. The findings reveal a moderate to high level of ICT utilisation, a significant positive relationship between ICT utilisation and effective service delivery, and important adoption factors such as training and infrastructure. Challenges including inadequate funding, insufficient training, and inconsistent power supply were also identified. The study concludes that while ICT plays a crucial role in improving serial management and service delivery, addressing the highlighted challenges is essential for optimal utilisation. Recommendations focus on increasing investment in ICT infrastructure, providing continuous users training, developing clear ICT policies, and fostering stakeholder collaboration to enhance the sustainability and efficiency of ICT adoption in serial management.
