PUBLIC COMPLAIN COMMISSION IN SUPPORTING GOVERNANCE AND DEMOCRACY IN ADAMAWA STATE 2019-2023
Abstract
ABSTRACT
The study examines Public Complaints Commission in Supporting Governance and Democracy in Adamawa State, 2019-2023 Both primary and secondary data were used: the primary data were collated using structured questionnaires while secondary data includes text books, journals, internet sources, annual reports etc. For the purpose of this study the total of 200 employees will constitute the population, the study reviewed related literatures and adopted Utilitarian theory as a framework of analysis. A total of 170 questionnaires were administered and 154 were duly completed and returned. The data for study were presented using simple percentage method. Two statistical tools were used in analyzing the data collate first, Chi-square contingency test to compare obtained frequencies to expected frequencies and signify the probability that they are different, the second tool employed is t-test, for matched samples, to determine if cases disposed and cases not disposed are significantly different which will help to ascertain the effectiveness of commission in handling cases brought before it. The study reveals that the role of the Public Complaints Commission is manifestly critical in keeping the balance between the citizens and government officials and staff or in ensuring democracy and good governance. The research recommends among others the granting of financial autonomy to the ombudsman, amendment of certain sections of the Act and speedy disposition of justice.
