COMMUNICATION AS AN INDISPENSIBLE TOOL FOR EFFECTIVE ADMINISTRATION IN PUBLIC SECTOR (A CASE STUDY OF KWARA STATE INTERNAL REVENUE SERVICE (KWIRS))
Abstract
This study examines communication as an indispensable tool for effective administration in the public sector, with specific focus on the Kwara State Internal Revenue Service (KWIRS). Effective administration in public institutions depends largely on the timely, accurate, and efficient flow of information among employees, management, and the public. The study investigates the communication systems in place at KWIRS, evaluates their effectiveness, and determines how communication practices influence staff performance, coordination of activities, decision-making, and overall organizational productivity.
A descriptive research design was adopted, using questionnaires, interviews, and document analysis to collect data from KWIRS staff across various departments. The results reveal that effective communication enhances employees’ understanding of organizational goals, promotes accountability, reduces conflict, and facilitates smooth administrative operations. However, the study also identifies challenges such as communication gaps, bureaucratic delays, inadequate feedback mechanisms, and the underutilization of modern communication technologies.
The study concludes that communication remains a vital administrative tool necessary for improving public service delivery in revenue-generating agencies like KWIRS. It recommends strengthening internal communication channels, adopting modern ICT tools, promoting training on effective communication skills, and establishing robust feedback systems to enhance administrative efficiency and revenue performance.
