FORENSIC ACCOUNTING PRACTICES AND ACCOUNTABILITY IN NIGERIA PUBLIC SECTOR
Abstract
The foundation for improved accountability in public sector organizations lies in effective forensic accounting practices. This study, therefore, explored the impact of forensic accounting on the accountability of Ministries, Departments, and Agencies (MDAs) in Ondo, Nigeria, with a focus on finance and accounts, internal audit, and risk management departments. The study aimed to assess the effects of fraud risk assessment, forensic investigation skills, and forensic litigation support on accountability. Data were collected from MDAs in Ondo between 2012 and 2023, and analysis was conducted to determine how these forensic accounting practices influence accountability.
The findings reveal that fraud risk assessment significantly improves accountability by enabling MDAs to proactively identify and mitigate fraud risks. Forensic investigation skills also play a substantial role, as MDAs equipped with strong investigation capabilities are more effective at detecting financial irregularities and enhancing accountability. Furthermore, forensic litigation support was found to have a significant positive effect on accountability, as expert support in legal matters ensures that financial misconduct is properly addressed, strengthening the accountability framework within MDAs.
In conclusion, the study highlights the importance of forensic accounting in enhancing the accountability of MDAs in Ondo, Nigeria. Fraud risk assessment, forensic investigation, and litigation support all contribute significantly to improving transparency and governance. By adopting these forensic accounting practices, MDAs can improve their accountability mechanisms, ensuring that public resources are managed more effectively.
To build on these findings, it is recommended that MDAs strengthen their fraud risk assessment systems, invest in continuous training for staff in forensic investigation skills, and enhance their litigation support frameworks. By implementing these measures, MDAs in Ondo can leverage forensic accounting to improve accountability, mitigate financial risks, and promote more transparent governance.
