THE EFFECT OF OVER DEPENDENCE ON GRANTS ON LOCAL GOVERNMENT PERFORMANCE (A CASE STUDY OF SABON GARI LOCAL GOVERNMENT AREA KADUNA STATE)
Abstract
ABSTRACT
Local government is a body created by law to provide services to the people and run by checked council and served by professional officers. Basically, local government exists to provide services to the people and to enhance development at the grassroots level and in performance of this functions grant it one of the source of finance to the local government. However, the performance has not been encouraging or the performance is below and this has been attributed to sufficient financial resources. The aim of the research is to study the effect of excessive dependence on grant as one of the local government source of revenue and to come out with suggestion on how they could improve the situation. The project is therefore based on the above premises. The researcher discussed the background to the limitation of the study and the methodology is discussed briefly in the literature review, are discussed extensively. Chapter three (3) dealt with the operation of the organization (Giwa Local Government Area) and the roles of the respective departments. Chapter four (4) of this project is devoted to the presentation and analysis of data collected with the aim of verifying the hypothesis earlier stated in chapter one (1) Finally, chapter five (5) consists of the summary, conclusion and recommendations. It is the belief of the researchers that the project will unfold the effort of overdependence and suggest possible ways for the local government to liberate itself from such as extreme dependent situation. The essence of reforming local government system in Nigeria was to bring about stable increase in the income productivity, diversification of economy and general quality of lives in the rural areas. But the ability of the local government to accomplish these tasks will depend extensively on their financial position. To bring about a more realistic rural development in Nigeria the local governments should minimized their total dependence on the federal allocation and their efforts towards generating more revenue through the diversification of their internally generated revenue sources.
