ASSESSMENT OF THE ROLE OF INFORMATION AND COMMUNICATION TECHNOLOGY IN IMPROVING TRANSPARENCY AND ACCOUNTABILITY IN KATSINA STATE PUBLIC SERVICE
Abstract
ABSTRACT
The adoption of Information and Communication Technology (ICT) has significantly transformed public service operations by enhancing transparency and accountability in governance. This study assesses the role of ICT in improving transparency and accountability in Katsina State's public service. The research examines how digital innovations such as e-governance, automated financial management systems, and online service delivery have influenced government operations, reduced corruption, and promoted efficiency. A mixed-method approach was employed, involving surveys and interviews with government officials, civil servants, and the general public to evaluate the effectiveness of ICT initiatives. The findings reveal that ICT has played a crucial role in reducing bureaucratic bottlenecks, minimizing financial mismanagement, and increasing public access to government information. However, challenges such as inadequate infrastructure, digital illiteracy, and resistance to change hinder full ICT implementation. The study recommends increased investment in ICT infrastructure, capacity-building programs for public servants, and stronger regulatory policies to enhance transparency and accountability in Katsina State’s public service. These measures will ensure a more efficient, open, and accountable government system, fostering public trust and good governance.
