THE IMPACT OF ELECTORAL MALPRACTICE ON LOCAL GOVERNANCE IN MADAGALI LGA OF ADAMAWA STATE
Abstract
ABSTRACT
Electoral malpractice undermines the credibility of democratic processes and weakens the foundations of effective governance, particularly at the grassroots level where citizen participation is most critical. This study investigates the impact of electoral malpractice on local governance in Madagali Local Government Area of Adamawa State. The objectives of the study were: to examine the prevalence and forms of electoral malpractice in Madagali LGA, to assess the impact of electoral malpractice on the legitimacy and effectiveness of local governance institutions, and to investigate the effects of electoral malpractice on representation and participation in local governance. The study employed a survey research design. Data were collected through structured questionnaires administered to eligible voters, community leaders, political party representatives, and local government officials in Madagali, complemented by interviews and documentary sources. The sample size was determined using the Taro Yamane formula, and data were analyzed using descriptive statistics (frequency counts, percentages, and mean scores) and inferential tests such as chi-square to determine relationships between electoral malpractice and governance outcomes.Findings revealed that electoral malpractice is prevalent in Madagali LGA and manifests in various forms such as vote buying, ballot stuffing, intimidation of voters, manipulation of results, and abuse of incumbency. The study further established that these practices significantly erode the legitimacy of local governance institutions, weaken service delivery, and diminish public confidence in elected officials. Moreover, electoral malpractice negatively affects representation and citizen participation, as many community members feel alienated from governance processes due to lack of transparency and fairness in elections. The study concludes that electoral malpractice poses a serious threat to democratic consolidation and effective local governance in Madagali. It recommends the strengthening of electoral institutions at the grassroots, enforcement of stricter penalties against electoral offenders, increased voter education campaigns, and enhanced collaboration between civil society organizations and electoral bodies to promote transparency and accountability. Promoting inclusive political participation and community monitoring of elections will also help restore trust in local governance structures.
